Project 2025, chapter by chapter
Updated Jun. 29, 2025
This list is my personal study guide. I started working on it on Apr. 17, 2024, with the aim of sharing what I learned with anyone who would listen. (At the time, too few voters were aware of Project 2025’s existence, let alone the danger it represented.)
As of the November election, my study guide remains incomplete. However, I’ve continued adding to it. I also find myself referring to it often, which is why I’ve chosen to repost it in a more accessible location. If I still find it useful, perhaps others will, too.
For most of the following information, I owe a debt of gratitude to Stop the Coup 2025, which analyzed the Heritage Foundation's "Mandate for Leadership: The Conservative Promise" (Project 2025). Their remarkable overview is linked below.
For detailed information about the Heritage Foundation, go here.
No one has time for a monster-size document like Project 2025. Nor should anyone have to deal with 920 pages of conservative rhetoric, misrepresentations, lies, and vitriol. And that is what Project 2025 is. It was written by Conservative Nationalists. They carry on like middle school bullies.
As an alternative, Stop the Coup 2025's analysis comes in concise doses, with very little rhetoric thrown in. Most of the documents are only two pages long.
In addition to Stop the Coup 2025, I owe my reluctant thanks to The Heritage Foundation's Project 2025 website, which hosts individual chapters of the mandate (as opposed to the single 920-page document linked above.) To access the individual chapters, click on the chapter heads below.
The Center for Progressive Reform's "Tracking Trump 2.0" includes a Project 2025 Executive Action Tracker. This database, compiled by Will Dobbs-Allsopp and James Goodwin, is a list of proposed executive/congressional actions, including the Project 2025 pages on which they appear.

SECTION 1: TAKING THE REINS OF GOVERNMENT, p. 19
"This section argues for the president to fill his government with political appointees, arguing that Trump failed to fill enough appointees when he was president. 'Empowering political appointees across the Administration is crucial to a President’s success,' state the authors. So is removal of any persons not loyal to the conservative cause." Source

Project 2025 and Dismantling the Federal Bureaucracy, by Jim Calvert and Bob Grover, The Emporia Gazette, Mar. 19, 2024. ("Gone will be many of the current 2.95 million federal workers who keep our country’s government, and therefore our country, functioning within the democratic norms established by our Constitution. This is the bureaucracy, which Trump repeatedly refers to as ‘the Deep State,’ that he feels thwarted his dictatorial efforts to use the government’s power for his personal gain…. [T]o add to the frustration of our democratic governments, changes take time due to the deliberations required to implement them. But this protects our democracy from swinging wildly from one ideal to another. It also protects us from the abuses inherent in dictatorships, even if just for a day.")

In other words, the GPO has inadvertently made Project 2025's goals easier to accomplish.)What is Schedule F, and why is Project 2025 so focused on reinstating it?, by Kat C., Jun. 7, 2024.
Taking Stock: Project 2025’s Impact to Date on Federal Employees, by Sally O'Driscoll, Resisting Project 2025, Jun. 03, 2025. (“In the spring of 2024, we posted summaries of how Project 2025 would affect seventeen different groups of people and the issues they’re most concerned about. Now that Project 2025’s Key Proposals are almost 80% implemented, per our recent assessment (see our story ‘How far along are we with Project 2025?’), it’s time to take another look at the fallout.” This article includes a list of “Implemented Executive Orders and Lawsuits that reflect Project 2025’s goals for labor, as of May 2025.”)

What Project 2025 Says About Immigration, by Dara Lind, a page of the Immigration Impact website, Aug. 23, 2024. ("[I]n addition to more sweeping proposals to allow political appointees much more leeway to fire career civil servants who didn’t follow the program (a proposal known as 'Schedule F' when they tried it in 2020) — [Project 2025's proposed changes] would have two essential functions for immigration policy. They would empower more hawkish employees on the ground, who might be more willing to arrest first and seek permission later, or to tell people that they couldn’t ask for asylum anymore. Importantly, unlike regulations, changes like this aren’t easily visible to the public. Without transparency, it’s hard to know when the government is following the law – and what it thinks the law is.")
‘Clear and present danger’: Project 2025’s plan to gut FEMA when it’s most needed, uploaded Oct. 6, 2024 to the MSNBC channel on YouTube. ("Project 2025 recommends gutting the Federal Emergency Management Agency (FEMA) - ending FEMA’s National Flood Insurance Program and shifting the financial burden of disaster recovery onto state and local governments. 'Every state in the U.S. is at risk from this callously indifferent, ideologically driven desire … to kneecap our federal response,' says Gov. Jay Inslee, who knows well what happens to states when aid is politicized. Together, Project 2025’s proposals to dismantle NOAA, the National Weather Service, the EPA, and FEMA will cause everyone to be less prepared for natural disasters, and our communities will likely get less help to deal with the aftermath. It’s a 'clear and present danger,' says Gov. Inslee.")
‘Explicit’ cruelty: inside Project 2025’s plans ‘to whiten America’, uploaded Aug. 24, 2024 to the MSNBC channel on YouTube. SECTION 3: THE GENERAL WELFARE,
p. 283
The introduction to Section 3 "discusses the highlights of myriad proposals that follow in chapters 10 through 20. No author is listed, suggesting the co-editors of The Heritage Foundation are key authors. They highlight needed changes at Health and Human Services, which houses the federal health assistance programs, Medicare and Medicaid, whose large budgets are to blame for the ongoing national debt, conservatives argue." 'How do we help kids go from struggling to thriving if they take this funding away?'")
Project 2025: What It Is and What It Means for K-12 If Trump Wins, by Libby Stanford, EducationWeek, Jul. 8, 2024. (Among Project 2025's proposed changes: "Scaling back the federal government’s ability to enforce civil rights laws like Title IX, which prohibits sex-based discrimination, and Title VI, which prohibits race-based discrimination by moving enforcement of those laws to the Justice Department and requiring that the federal government litigate potential violations in court, rather than through the more common route of negotiating settlements with school districts to change their practices;" and "Scrapping the Biden administration’s Title IX revision, which would explicitly prohibit discrimination on the basis of sexual orientation and gender identity.")
What Would Happen to K-12 in a 2nd Trump Term? A Detailed Policy Agenda Offers Clues, by Matthew Stone, EducationWeek, Mar. 25, 2024. ("With its vision of eliminating the Education Department, Project 2025 proposes moving existing education programs to other federal agencies." I've listed some of these proposed changes below.)
"[The Individuals with Disabilities Education Act] would become the purview of the administration for community living within the U.S. Department of Health and Human Services. Title I would transfer to DHHS’ administration for children and families before it’s ultimately phased out. The National Center for Education Statistics—the main data collection arm of the education department—would become part of the U.S. Census Bureau.
"The department’s office for civil rights—which investigates potential civil rights violations in schools—would move to the Justice Department and would only be able to enforce civil rights laws through litigation, ending its common practice of negotiating settlements with school districts to change their practices.
"The office would also have to drop pending investigations under Title IX, the federal law prohibiting sex discrimination, into allegations of discrimination based on students’ or employees’ sexual orientation or gender identity. In addition, the office would stop opening new Title IX investigations based on sexual orientation and gender identity discrimination.
"The civil rights office would also stop investigating schools for “disparate impact” in school discipline—the idea that school discipline policies that disproportionately affect students in one racial or ethnic group might violate federal law, even if those policies are neutral on their face and applied evenhandedly."

Dr. Andre Perry, Senior Fellow at the Brookings Institute and author of ‘Know Your Price,’ says 'Project 2025 really does not offer solutions to our existing housing crisis, and it furthers a period of segregation that we've seen since our founding of the country.'")

"[NOAA]’s mission emphasis on prediction and management seems designed around the fatal conceit of planning for the unplannable. That is not to say NOAA is useless, but its current organization corrupts its useful functions. It should be broken up and downsized. NOAA today boasts that it is a provider of environmental information services, a provider of environmental stewardship services, and a leader in applied scientific research. Each of these functions could be provided commercially, likely at lower cost and higher quality." Project 2025, p. 675

What does Project 2025 say about the National Weather Service, NOAA and National Hurricane Center?, by Amy Sherman, PoliticFact, Sept. 24, 2024. *("While Project 2025 doesn't call for the elimination of the NWS, it places restrictions on research, climate products, and potentially limiting access to the NWS forecasters and centers such as the National Hurricane Center."
‘This is going to hurt you’: Inside Project 2025’s politicization of the Census, uploaded Sept. 21, 2024 to the MSNBC channel on YouTube. (Although SCOTUS ruled against Trump's effort to include a citizenship question in the decennial census, Project 2025 continues conservative efforts to identify America's non-citizen residents. "The citizenship question, along with a series of other proposals will likely lead to significant undercounts of already vulnerable populations, leading to unequitable congressional representation and inequitable allocation of federal funds. What happens when communities are undercounted in the census? 'That means food stamps, that means Medicaid dollars, that means mental health care dollars were less,' to states and cities that had census undercounts.")
On a personal note, despite the SCOTUS ruling, the Trump administration included a citizenship in a census update. When I received on of these forms, I called a member of the U.S. House Committee on Energy and Commerce. It was clear they were frustrated by Trump's end run. As a matter of principle, I chose not to answer the question.
